Six weeks later a customer scorecard entry flags a recurring dimensional complaint on a critical bore diameter, and when the SQE pulls the PPAP package to check, the study attached to Element 8 covers a different gauge measuring a different characteristic entirely. Nobody lied on the submission. The study was real and the math was clean, %GRR came back at 6.2 percent, well inside the AIAG threshold. It just was not the gauge measuring the bore that is now failing in the field.
This is not a rare mistake. It is the natural failure mode of treating Element 8 as one document instead of a coverage requirement that runs across every special and critical characteristic on the part. A package can move from required to submitted the moment one study gets attached, which is exactly the checkbox a reviewer's automated gate looks for, and still leave half the gauges on the part with nothing behind them. What is PPAP Element 8, and what does it require?
PPAP Element 8, Measurement System Analysis, is the quantitative evaluation of every gauge used to measure a special or critical characteristic on the part: discrimination, bias, stability, and linearity, per the AIAG MSA manual. The most common form is a Gauge R&R study, but a full Element 8 submission covers more than repeatability and reproducibility.
A defensible Element 8 study reports, per gauge:
- Gauge R&R study data (10 parts minimum, 3 operators recommended, 3 replicates minimum)
- Calculated variation components and number of distinct categories (ndc)
- %GRR against tolerance or total variation, whichever the customer specifies
- The study protocol, gauge or instrument identification, and the measurement procedure it was run against
- Environmental conditions during the study, when they can move the result
- Linearity across the measurement range for gauges used across a wide span
- Bias, evaluated and corrected when significant
- A stability study for critical measurements, typically 20 to 25 parts tracked over time
IATF 16949 Clause 7.1.5.1.1 requires statistical studies to analyze the variation present in every type of inspection, measurement, and test equipment identified in the control plan, using methods and acceptance criteria from the applicable reference manual. That last clause is doing real work: the control plan is what tells you which gauges are in scope for Element 8 in the first place, and a gauge left off the control plan is a gauge nobody is required to qualify, right up until it is the gauge measuring the characteristic that shows up on a scorecard.

Why can Element 8 show submitted and still be missing coverage?
Because element status and characteristic coverage answer two different questions. Status answers "is there something attached to Element 8." Coverage answers "does every special characteristic and every gauge referenced on this part have a study behind it that actually applies."
The first question flips on the first attach. The moment one computed MSA study gets linked to Element 8, its status moves off required, the same status transition that runs across every element in a PPAP package the instant real evidence lands on it. That transition is correct and it has to exist, an element with nothing attached cannot claim to be submitted. But it is a binary on an element that is not actually binary underneath. A part can carry six special characteristics and four gauges. One acceptable study on one of those gauges satisfies the status check. It does not satisfy Element 8.
This is the gap a reviewer closes by hand, reading down the control plan and matching each SC or CC to a study, and it is the gap most spreadsheet-based PPAP processes never close at all, because nothing in a folder of PDFs forces that cross-check to happen before the package ships.
What counts as a characteristic Element 8 has to cover?
Any feature on the part carrying a Special Characteristic (SC) or Critical Characteristic (CC) designation, and any feature with a gauge assigned to measure it, whether or not it is formally flagged as special. The second half of that rule matters: a characteristic does not need an SC or CC stamp to need a qualified gauge behind it. If the control plan names a gauge for a measurement, that gauge is in scope for Element 8, because a reviewer reading the control plan will ask the same question regardless of the characteristic's designation.
Characteristics that carry neither a special-characteristic flag nor an assigned gauge sit outside Element 8's scope. That is the correct boundary: MSA is a measurement-system requirement, not a blanket requirement on every dimension the drawing shows.
What gets Element 8 kicked back?
The common non-conformances, per AIAG MSA 4th Edition:
- %GRR at 30 percent or higher with no documented customer approval on file
- Sample size below the minimum: fewer than 10 parts, fewer than 2 operators, fewer than 2 replicates
- A study run on a gauge with no current calibration record
- ndc below 5 with no justification, even when %GRR looks acceptable on its own
- No linearity or stability study for a critical characteristic that needs one
- A measurement procedure that is not documented, or not the one actually followed during the study
- Uncontrolled environmental conditions on a characteristic sensitive to temperature or humidity
- A study result showing marginal repeatability that gets attached and forgotten rather than flagged
- No follow-up MSA after a gauge is repaired, maintained, or replaced
The ndc pattern is worth sitting with, because it is the one that survives a casual reviewer read and gets caught by a careful one. %GRR and ndc are not redundant checks on the same thing. A study can post an acceptable %GRR under 10 percent and still fail on ndc below 5, because ndc measures whether the gauge can actually distinguish between parts across the tolerance band, not just whether its variance is small. A gauge that reads consistently but coarsely can pass the variance check and fail the discrimination check at the same time. Treating an acceptable %GRR as the whole story is exactly the kind of read that gets a package kicked back on resubmission instead of the first pass.
How does an MSA study connect to Element 11 capability claims?
Directly, and in a way that most spreadsheet workflows never check. Element 11, Initial Process Studies, reports a Cpk or Ppk index built from measurements taken on a gauge. If that gauge's Element 8 study shows %GRR above 30 percent, the capability index is not a process claim, it is a measurement-noise claim wearing a process claim's number. A Cpk of 2.14 measured on an unqualified gauge tells a reviewer nothing about the process and everything about how much of the observed spread is coming from the instrument rather than the parts.
This is the same coupling covered from the other side in Gauge R&R Acceptance Criteria: the %GRR and ndc thresholds are not abstract statistics rules, they are the gate that determines whether every downstream capability claim on that characteristic is trustworthy. Element 8 and Element 11 are not independent checkboxes on a checklist. A reviewer who finds a strong Ppk on a characteristic with no matching, acceptable Element 8 study for its gauge does not read the Ppk as passing. They read it as unsupported.

A row does not read covered just because a study with an acceptable verdict exists somewhere in the organization; coverage is scoped to studies actually linked to this request's Element 8, matching how a reviewer reads the package rather than how many studies happen to exist in a gauge's history.
The weak classification is deliberately conservative. A study reporting an acceptable %GRR with ndc under 5 shows weak, not covered, because a passing variance number on a gauge that cannot discriminate the tolerance band is not a passing measurement system, regardless of which single number looks clean. A study logged as conditional or under review shows weak for the same reason: something is on record, but it has not earned a clean read yet.
Attaching a study to a row pulls from the gauge's own completed MSA studies, the ones with a computed result behind them, so the attach action is choosing among real studies rather than uploading a file blind. When a characteristic's measurement system does not need a variable Gauge R&R, an attribute gauge verified by an agreement study, for instance, the row can be waived instead, with a required reason that stays on record and stays visible on the row rather than disappearing into a comment thread. Every attach and every waiver triggers a best-effort rebuild of the part's document graph, so the coverage read stays current the next time anyone opens the element.
Coverage is advisory. It never blocks submission on its own, the same soft-gate posture the platform takes everywhere quality judgment belongs with a human. What it changes is what a reviewer sees before the package leaves the building: instead of one attachment and a status flag, the SQE sees every characteristic that needs a study and exactly which ones do not have one, in the same view where they can attach, waive, or flag it for follow-up. The same page runs the Element 8 to Element 11 cross-check described above automatically, surfacing a warning any time a capability study's characteristic maps back to an Element 8 study with %GRR above 30 percent, so the coupling between the two elements is checked in seconds instead of by memory.
A pre-submission QA pass for Element 8
Run this before the package ships. It runs in about the same fifteen minutes a capability check takes on Element 11.
- Enumerate the characteristics. Every SC and CC on the part, plus every characteristic with a gauge assigned regardless of designation, has a row in the coverage view. Nothing special is silently missing from the list.
- Confirm gauge assignment. Every characteristic that needs a measurement has a specific gauge named, not a generic "calibrated instrument" placeholder.
- Confirm study currency. No attached study predates the gauge's most recent repair, calibration failure, or replacement.
- Confirm ndc independently of %GRR. A clean %GRR does not excuse checking ndc separately; both have to clear on their own.
- Confirm linearity and stability where required. Critical characteristics measured across a range have a linearity study; ongoing critical measurements have a stability study.
- Confirm every waiver carries a real reason. "N/A" is not a reason. An attribute-agreement study, a customer-approved exception, or a documented rationale is.
- Confirm the Element 11 cross-check is clean. No characteristic reports a strong capability index sitting on top of an Element 8 study with %GRR above 30 percent.
- Confirm marginal studies are flagged, not buried. Anything conditional or weak carries a visible note, not a silent pass alongside the covered rows.
